It is in use with my trust webcam and it will not work without it, if not in use you can end or delete it, I do and it does not stop anything else from working.

vsnpstd.exe is a process bundled with Olidata WebCam and LG USB WebCams. This is a non system critical process however it should not be terminated unless suspected of causing problems

when i removed the file the internet connection went dead as if it's an extra safety against removal. Had my webcam already removed the day before removal of the file. Happens to be distributed by using P2P network. Seems to have a Sony cam-signature but thats what i DON'T have.
