It appears only when u install a webcam, however if it is there in ur windows without any webcam installed... then things r suspicious.... it might b virus !!

this is a file that belongs to software you install with a certain webcam, my girlfriend has this webcam and after installation it appeared, it can be uninstalled also. If you dont have a webcam or have never installed one, it you dont have a webcam however i would look into it.
