Confirmed, after installing the drivers for my Gigabyte mouse, this wh_exec.exe appeared in the Startup list and is important to leave installed and running if wanting the mouse to function.

With the revoltec Fight Mouse Pro you can scroll left and right to, so you need a software called Advanced Wheel Mouse 6.0 But i dont know if this could be a hack virus etc too...
