It appears to be the updater for the Secure ie web browser, stays resident when the main program is un-installed and spawns a pop up reminder daily to update Secure IE. No uninstall info found on website. Executable found at C:\Program Files\Winferno\Secure IE.

Task Manager find SIEPulse.exe "End Process" delete the file! i agree it's very annoying popup reminder after removing Secure IE. Winferno Support did a great job letting me know how to remove it; quick replies
