This seems to have worked for me. I found the process with System Explorer (I really like this little program; sits in your tray and gives you a nice visual about what the system is up to), set it to 'under normal' and restarted it. So far, so good.

It's a key component of windows updates, although it does use a lot of CPU. Sadly you can't fix this and you just need to work through the 50% cpu usage which is VERY inconvenient but a necessary part of windows.

Malware can disguise themselves as TiWorker.exe in the C:\Windows\System32 folder. If you want to just to be safe, you can run a virus scan if you want too.
