Packaged as a driver upgrade by Driver Detective.
It is a program/driver installed Post-Windows installation for USB Overview. I believe this makes usb ports work when windows is missing a driver for the usb ports. So if your windows installation doesn't have issues detecting USB without this program running I assume you can safely remove it.
