This is a legit file however you can also find a fake one in the windows directories. The Real should be about 81kb in size the fake will be 14kb. With the fake one there Google search results come back wrong, giving no matter what you search for link to sites like ebay, top10 lists etc etc. It could have other effects but that is the one I noticed on my system.
On my system, this was causing google searches to be redirected. AVG eventually found it and "healed" it.
