I know i need it in windows 7 to clean my ram i cant clean my ram with out it and i accidently deleted it and cleared my trash too. i had 2 advapi.dll files but one was ADVAPI32.DLL.EXE that was malware i had to remove i didnt know i deleted them both til i needed the real onw.

It is infact used by the NSA. The file is dangerous and should be removed from your computer. Computer security specialists have been aware for two years that unusual features are contained inside a standard Windows software "driver" used for security and encryption functions. The driver, called ADVAPI.DLL, enables and controls a range of security functions. If you use Windows, you will find it in the C:\Windows\system directory of your computer. ADVAPI.DLL works closely with Microsoft Internet Explorer, but will only run cryptographic functions that the US governments allows Microsoft to export. That information is bad enough news, from a European point of view. Now, it turns out that ADVAPI will run special programmes inserted and controlled by NSA. As yet, no-one knows what these programmes are, or what they do. Dr Nicko van Someren reported at last year's Crypto 98 conference that he had disassembled the ADVADPI driver. He found it contained two different keys. One was used by Microsoft to control the cryptographic functions enabled in Windows, in compliance with US export regulations. But the reason for building in a second key, or who owned it, remained a mystery.

This is a Microsoft provided DLL and is not only safe but crucial to system functionality. If you're sceptical please do not take the words of those here for it though, and do independent research. If you're considering deleting it, please just do some extra research. There is real Malware out there, and this isn't one of them; just because there are some semantics to do with cryptographic functions involving external parties does not necessarily indicate you need to remove this. Just do your homework (lots of homework, at least a few hours of research) before you start yanking apart your OS's DLL's based on possible conspiracies.

This dll is clearly involved in controlling every aspect of my system and I have been working on defeating it for months. It occurred to me a day ago that this is native to the OS as it is there and busy even after I install a fresh copy of windows from an ISO downloaded on another computer and installed on a freshly formatted USB which is then used to install Windows on a freshly formatted Hard Drive. It is exfiltrating anything it wants and actively defeating my AV and undermining my efforts to take back my system.

Best practices for resolving advapi32 issues
