Probably malware. Uninstalled a lenovo folder and did a few installs and that popped up, had no signature.

Device Census is part of the so-called Telemetry Framework from Microsoft, with which remote measurements such as data on system crashes, the Windows version and its updates or the applications used can be carried out from the AppStore. With these telemetry functions, it can be assumed that they are not used for espionage, but to provide up-to-date and error-free functions of the operating system. Microsoft wants to collect anonymized usage data. This could include information such as: Is a webcam being used? How often is it activated and for how long? What software is used with the webcam (e.g. Skype)? What kind of webcam is it? Are there any software updates for the device?

Always remember to perform periodic backups, or at least to set restore points.

Should you experience an actual problem, try to recall the last thing you did, or the last thing you installed before the problem appeared for the first time. Use the 6resmon command to identify the processes that are causing your problem. Even for serious problems, rather than reinstalling Windows, you are better off repairing of your installation or executing the 7DISM.exe /Online /Cleanup-image /Restorehealth command. This allows you to repair the operating system without losing data.

To get your computer running as fast as it did on day one, you can 8reset your PC. Your personal files will remain intact, but any programs you installed will need to be reinstalled.
