It is a shredder program, it is freeware and not part of windows period. It was on a "Maximum PC" Magazine And probably available on the Net as well. You can disable the "eraser.exe -hide" command it puts in your config file and still use the program.

Up to now this is the second (or third) time I have downloaded the program from a site where it was mentioned in a publicity banner as "clean your PC with Eraser.exe". Some years ago I installed this program on my PC and a few days ago on this laptop. If I recall well, a few years ago, this wasn't that hard to remove and wasn't classified as malware (note : I could be wrong). I found it on a dvd with trusted freeware software (like AVG, Works, etc.) Only today I noticed it is most probably cause to slow down my system. The reason could be that, since I've downloaded it a few days ago, this program is launched from start-up. In the Task Manager I found it in the Start-Up programs, along with my anti-virus program. Therefore, I suppose there might be a conflict with my antivirus program (BullGuard). What is remarkable is up to now, it hasn't been found by BullGuard as threat - I wonder what other Anti-virus programs are mentioning (some info please). I will try removing it from my laptop with your program, with BullGuard, manually or with another program.
