Its a part of the Origin game launcher, and while it may not be malicious, it is downright annoying. May launch on boot even when the option to start on boot is disabled.

Badly written game publisher software. Recommend uninstall or disable as service with change in privileges to re-enable service. Not yet sure how that impacts Origin games. I do suspect its only mildly for rule lookup on web. Suspect it is marketing spyware to watch games of other publishers and even potentially to interfere with the quality of their play. Thus the counter-security parts of its task lead to lots of crash and problems with running other games. Unfortunately mild industrial spying and sabotage is often still considered a legitimate business interest in the US courts as long as the end-user computer is not more widely targeted across other areas.
