It's a database used by Slate Digital audio recording plugins. Mine is located in C:\Users\UserName\AppData\Roaming\Slate Digital Connect\SDACollector. I couldn't find anything online about the file, but I installed plugins from Slate Digital, so it just didn't show up by itself.
