SIH is for "Silent Install Helper". It starts background installation. It uses TCP and port 433 Does not intrude files in system unless allowed.. If you have been downloading some software or other from un-trusted sources please do a scan. Otherwise it's usually interpreted as a windows update schedule, that runs in the background.

I think it is Microsoft attempting to take access that you, as PC owner, don't want to give it. I think it is Microsoft trying to undo changes the PC owner makes in Task Scheduler and Group Policy and the Registry (regarding MS drive-by "updates") (to try to protect their own system from Microsoft's intrusions). Microsoft tries everything it possibly can to take control of the owner's machine away from the owner of the computer, so MS can do anything they want or change anything they want against the PC owner's wishes. I would rate it as malware, since it behaves like malware.
