I believe it has to do with Samsung Kies, because it showed up shortly after I installed it.

It is used by Samsung USB Driver for mobile phones. On my computer it runs a network sniffing process continuously on the local host. It's considered 23% dangerous and known to be used by some malware. I you don't need it, or are unsure, uninstall it.
