AcroCEF.exe is a frequent nuisance that can cause a folder that contained a now deleted PDF file to be locked, preventing rewriting of the PDF file into other same folder by other software. This is an example of Acrobat's historically poor file releasing behavior.

Adobe community website shows issues with this from 2015 to 2021. There has never been a fix. Adobe recommends keeping it. A challenge is this support their income stream when it works. Seems like a biased opinion. When it interferes with the system, extremely poor performance and crashing occurs.
